STOCKTON-ON-TEES BOROUGH LOCAL PLAN PUBLICATION DRAFT: NOTICE OF FORMAL CONSULTATION
A consultation on the Stockton-on-Tees Local Plan Publication Draft continues until Monday 6th November 2017. The focus of this consultation is whether stakeholders consider the plan to be ‘sound’ and ‘legally compliant’.
The Local Plan Publication Draft sets out a vision for the future development of the Borough in relation to housing, the economy, community facilities and infrastructure up to 2032. The Local Plan will, when adopted, replace numerous existing planning policy documents and provide the policy basis for the determination of planning applications within the Borough.
From the start of the consultation period, the Local Plan Publication Draft will be available on the Council website at www.stockton.gov.uk/localplan. Copies of all the documents will also be available for public inspection free of charge at all libraries within the Borough.
The Economic Strategy & Spatial Planning Team will also be holding drop-in consultation events at Billingham, Norton, Stockton Central and Yarm libraries during the consultation period. STATEMENT OF REPRESENTATION PROCEDURE AND AVAILABILITY OF DOCUMENTS
Title of document: Stockton-on-Tees Publication Draft Local Plan

Subject Matter: The Local Plan will set out the overall strategy and policies for the development and use of land in locations across the Borough up to 2032. The Local Plan will:

  • set out the Authority’s strategic policies, site allocations, designations, and management policies relating to residential, commercial and leisure proposals;
  • include policies relating to the transport, renewable energy, community facilities, open space, and communications infrastructure required to make existing communities and proposed developments sustainable; and
  • set out strategic policies, site designations and management policies concerning the built and natural environments, relating to heritage assets, landscape designations and protection and enhancement of natural habitats.
  • Include a policies map illustrating the policies and proposals on an Ordnance Survey Base Map to allow them to be clearly understood. It shows the allocations, designations and locations for specific policies, as summarised above.

The Local Plan will, when adopted, replace the adopted Core Strategy, the saved policies of the adopted Stockton on Tees Local Plan and Alteration No. 1. Alongside the Minerals and Waste Core Strategy and Policies and Sites DPDs and a number of adopted Supplementary Planning Documents, the Local Plan will provide the policy basis for the determination of planning applications within the Borough.
Area Covered: The whole of the administrative area of Stockton-on-Tees Borough Council.
Publication Period: Monday 25 September until Monday 6th November 2017. All representations must be received within this period.
Availability of documents: The proposed submission documents are available for inspection during the publication period at our principal office, which is Stockton Central Library and Customer Service Centre, Church Road, Stockton-on-Tees, TS18 1TU or online at www.stockton.gov.uk/localplan. The main documents are also available for inspection at all libraries in the Borough (locations and opening hours are available at www.stockton.gov.uk/libraries or by telephoning 01642 526050).
Drop-in Events: The Economic Strategy & Spatial Planning Team will be holding drop-in events at the following libraries where you will be able to seek further information regarding the Local Plan process:

 Making Representations: Representations should preferably be made on the prescribed form. The use of the standard representation form is strongly recommended as this will ensure that comments are related to matters relevant to the subsequent examination by a Planning Inspector.
All representations received will be submitted to the Secretary of State and considered as part of a public examination by an independent Planning Inspector. Given the advanced stage of the plan, representations should look to focus on the legal and procedural compliance of the Local Plan, the soundness of the Local Plan and whether the Local Plan is in conformity with the Duty to Cooperate.

Hard copy representation forms are also available from all libraries in the Borough (locations and opening hours are available at www.stockton.gov.uk/libraries or by telephoning 01642 526050). A paper copy can also be provided by phoning 01642 526050 or by emailing spatialplans@stockton.gov.uk.

All representations must be received by Monday 6th November 2017.

 Further notification: Using the representation form you can request to be notified at an address or email address of any of the following:

  • The Stockton-on-Tees Local Plan has been submitted for independent examination.
  • The recommendations of the person appointed to carry out the independent examination of the Stockton-on-Tees Local Plan have been published.
  • The Stockton-on-Tees Local Plan has been adopted.

The representation form also provides the opportunity for you to state whether you would like to participate in the Examination in Public hearing sessions.
